CM/ECF Registration

VIEWING DOCUMENTS

Anyone wishing to view documents on the Court’s ECF System must have an account on the PACER system.  To establish a PACER account, go to www.pacer.uscourts.gov.

FILING DOCUMENTS

In accordance with Local Rule 5005-4, attorneys practicing before the court shall participate in the electronic filing of pleadings and other papers. The court also allows limited filers to file electronically. The PACER account is the entry point for filing documents. If assistance is needed with a PACER account, please call the PACER Help Desk at (800) 676-6856.

ATTORNEY AND NON-ATTORNEY FILERS WHO ALREADY HAVE AN ECF LOGIN FOR OUR COURT

Attorneys and non-attorney filers who already have a CM/ECF login with our court should link their PACER account to their CM/ECF account. This is a one-time process for our Eastern District and Western Districts. Failure to link your CM/ECF account(s) with your individual PACER account will prevent you from filing electronically. Filers should link their court issued CM/ECF account to their PACER account by going to the court’s CM/ECF https://ecf.areb.uscourts.gov or https://ecf.arwb.uscourts.gov and clicking the “Efiling CM/ECF” link. You will be automatically redirected to PACER to complete this process. The steps are as follows:

  • Log in with your individual PACER user name and password.
  • Click Utilities, then click “Link a CM/ECF account to my PACER account.”
  • Enter your current CM/ECF credentials in the CM/ECF login and CM/ECF password fields. Click “Submit.” Verify that the CM/ECF account and PACER account listed are accurate. If so, click “Submit.”
  • You have successfully linked your account. You will now use only your PACER account to access both PACER and CM/ECF for this court.

ATTORNEY FILERS WHO HAVE NOT FILED ELECTRONICALLY IN OUR COURT

To request access to our court’s electronic system, CM/ECF, attorneys should log in to PACER and select Attorney Admissions/E-file Registration, then Arkansas Eastern Bankruptcy or Arkansas Western Bankruptcy. The Role in the drop-down box should be Attorney. In addition, an attorney must:

  1. Be admitted to practice law before any federal court in the United States;
  2. Be paid and active regarding his or her bar license;
  3. Attorneys who are not admitted to the bar of either the U.S. District Court for the Eastern District or Western District of Arkansas must determine whether the requirements of Local Rule 2090-1(b) regarding pro hac vice admission apply.

After the court receives the attorney’s request to access our CM/ECF through PACER, the court will either grant e-filing privileges and permissions, reject the request, or hold the request pending additional information. An email notification giving the status will be sent to the requester.

NON-ATTORNEY FILERS WHO HAVE NOT ELECTRONICALLY FILED IN OUR COURT

LIMITED FILERS/CREDITORS

The majority of creditor filers do not need a CM/ECF filing ID. This court allows creditors to file Proofs of Claim, Withdrawals of Claim, and Rule 3002.1 Claim Supplements in our Electronic Proof of Claim (ePOC) system, which does not require a CM/ECF filing ID. Please see For Creditors page for filing options. If a limited filing ID for the CM/ECF system is required in order to file other documents, a Limited Filer/Creditor should log in to PACER, select Non-Attorney E-file Registration, then Arkansas Eastern Bankruptcy or Arkansas Western Bankruptcy. The Role in the drop-down box should be Creditor.

AUDITORS

Pursuant to 28 U.S.C. §586(f), the U.S. Trustee for each district is authorized to contract with auditors to perform audits of certain bankruptcy cases and the report of each audit performed shall be filed with the Court. Any such auditor may request filing privileges by logging in to their PACER account and selecting Non-Attorney E-file Registration, then Arkansas Eastern Bankruptcy or Arkansas Western Bankruptcy. The Role in the drop-down box should be Party.  In addition, an email should be sent to askecf@areb.uscourts.gov stating that a request for filing privileges has been submitted in PACER and that the type of filer is auditor.

TRANSCRIBERS

Transcribers listed on the court’s website should request e-filing privileges by logging in to their PACER account and selecting Non-Attorney E-file Registration, then Arkansas Eastern Bankruptcy or Arkansas Western Bankruptcy. The Role in the drop-down box should be Party.

FINANCIAL MANAGEMENT COURSE PROVIDERS

Effective December 1, 2013, amended Fed. R. Bankr. P. 1007(b)(7) provided an individual debtor the option of having an approved financial management course provider notify the court directly that the debtor has completed a post-petition instructional course concerning personal financial management. Using their PACER login, Financial Management Course Providers should select Non-Attorney E-file Registration, then Arkansas Eastern Bankruptcy or Arkansas Western Bankruptcy. The Role in the drop-down box should be Party.  In addition, an email should be sent to askecf@areb.uscourts.gov stating that a request for filing privileges has been submitted in PACER and that the type of filer is Financial Management Course Provider.
